The Sister City movement began as a citizen diplomacy network founded by President Eisenhower in 1956. Over time these sustainable relationships have grown to become an economic engine. Built on the foundation of friendship and trust, Norfolk Sister City Association is an avenue to meaningful international business, educational and cultural relationships.

NSCA works to connect the Norfolk community with business, government and educational opportunities throughout the world. PassPORT to Norfolk’s Sister Cities will be an exciting introduction to the community raising awareness of the resources provided by the NSCA and an opportunity for investment to further the sister city mission.
